State Compensatory Education (SCE)/Comp Ed Funding (reference TEC 48.104)
Eligible students are determined to be educationally disadvantaged and are reported in the PEIMS Fall submission with a Student Census Block Group as defined in the TSDS Web-Enabled Data Standards (Reference section DR6 of the Student Entity))
TEA evaluates Census Tiers for Compensatory Education funding annually and rebalances the assigned Census Block Groups to Census Tier mapping. This may or may not change your Census Tier Funding year to year as reflected on the HB3 Compensatory Education Report.
The ODS reporting of SCE Tier counts uses the latest published TEA Census Tier Mapping for the respective school year. https://tea.texas.gov/texas-schools/general-information/census-block-group-tools (right side under State Funding).
TEA has reviews and potentially rebalances the current year mapping AFTER the Fall PEIMS is finalized at TEA. If an updated Census Block Tier Mapping is posted ODS will load and reprocess all LEA’s Fall files for final updated Census Tiers for the current funding year.
TEA Notes regarding the use of the Preliminary spreadsheet:
- The intended purpose of this SCE spreadsheet is for Local Education Agency use for calculating their preliminary State Compensatory Education Allotment (SCE) for the current school year.
- This spreadsheet cannot be used as a final yearly calculation of your SCE allotment by campus or by district.
ODS will watch for TEA’s final 2025 file in March/April and update the Finance – Finance Custom Reports > Summary of Finance (SOF) Reports > Student Funding Detail Reports > HB3 Compensatory Education – Eco Dis/Census Tiers report accordingly, when it is released.
As of 4/3/2025, ODS identified the Census Tier Mapping for 2025 and the Preliminary Census Tier Mapping for 2026 reflect the same mapping as for Census Tier Mapping for 2024. TEA has been notifed and they have deactivated the links to these references on TEA Census Block Group Tools Mapping until they get it resolved with the School Finance team. Once we get the updated 2025 mapping we will process in ODS.
As of 3/26/2025, ODS is working on testing and reconciling the the TEA Posted 2025 update to mapping and testing it to the SOF reporting. Once it is confirmed to match SOF – we will release live and remap 24-25 report.
As of 3/20/2025, ODS has verified the Campus Totals and Total Student Count on the HB3 Compensatory Education – Eco Dis/Census Tiers report matches the Campus Total and Total Students count on the SOF SCE Campus Details. It is the individual tier rebalancing we are waiting for the final updates to apply.
As of 3/18/2025, TEA has confirmed to ODS they are meeting next week to update the Census Block Tier Mapping for 2025 and will post the Final version as soon as possible.
As of 3/7/2025, TEA released the following SCE Campus Details on the Summary of Finance (updates to run 45221 and later). The tiers do not match the posted preliminary Census Block Tier Mapping for 2025.
