The Estimated Lost Revenue Due to Absenteeism report estimates the potential district funding impact of student unexcused absences. It combines PEIMS attendance and program participation data with district-configured funding rates to estimate lost funding for:

  • Base ADA
  • CTE Tier 1
  • CTE Tier 2
  • CTE Tier 3
  • Special Education Mainstream
  • Bilingual Education

The report provides both campus-level summaries and student-level detail, allowing districts to identify where absenteeism may be having the greatest estimated financial impact.

This report is designed to help district and campus leadership understand the estimated financial impact of unexcused student absences.

Common uses include:

  • Identifying campuses with the highest estimated funding loss
  • Identifying students contributing the greatest estimated funding impact
  • Prioritizing attendance intervention efforts
  • Monitoring trends across reporting periods
  • Sharing attendance impact information with campus administrators

Before relying on the estimated dollar amounts, district finance staff should configure the district’s funding rates.

Campus summary student counts provide drilldowns into the corresponding PEIMS rec_400 student list, and the report can be exported to Excel for additional analysis or sharing.


๐Ÿงญ Special Notes

  • All dollar amounts are estimates only and are not official TEA or Summary of Finance calculations.
  • CTE funding estimates use PEIMS CTE multiplier/FTE approximations, not actual course-level contact hours.
  • Until district funding rates are configured, the report displays illustrative default Texas FSP funding estimates.
  • Students are reported based on their summer enrollment campus, even if attendance occurred at multiple campuses.
  • Student count drilldowns use a stored student ID list because absence thresholds are calculated rather than directly stored in PEIMS.
  • District funding rates should be reviewed and updated each year before sharing estimated funding information with campus staff.

District Funding Rates

Funding rates are maintained under:

Funding rates are stored by school year and include:

  • Base ADA ($ per ADA)
  • CTE Tier 1 ($ per FTE)
  • CTE Tier 2 ($ per FTE)
  • CTE Tier 3 ($ per FTE)
  • Special Education Mainstream ($ per ADA)
  • Bilingual ($ per ADA)

Users with Admin, Finance Admin, or Finance security permissions may update these rates. Other users have read-only access.

If no district rates have been entered, the report uses default illustrative funding estimates based on:

  • Base ADA estimate of $6,160
  • Standard illustrative multipliers for CTE, Special Education, and Bilingual funding

  • 40110 Student School Association Extension
    • Summer campus assignment
  • 101 Demographic Extension

  • 42400 Basic Reporting Period Attendance Extension
    • Unexcused days
    • Membership days
    • Earned ADA

These provide CTE multiplier information and program attendance values used in funding estimates.

Unexcused Days

The total eligible unexcused absence days (PEIMS E0036) across the selected reporting periods, divided by 10.

Membership Days

The total membership days, calculated from:

  • Eligible present days
  • Ineligible present days
  • Unexcused absence days
  • Remote synchronous and asynchronous attendance (years after 2020)

The total is divided by 10.

Absence Percentage

Calculated as:

Unexcused Days รท Membership Days

Earned ADA

Total ADA earned by the student from rec_400 during the selected reporting periods.

CTE Tier FTE

Approximate Full-Time Equivalent (FTE) generated from rec_CTEMultiplier for:

  • Tier 1
  • Tier 2 (J2)
  • Tier 3 (J3)

Special Education Mainstream ADA

Total Special Education Mainstream ADA from rec_400.

Bilingual ADA

Total Bilingual/ESL ADA from rec_400.

Estimated Lost Dollars

Estimated program funding lost based on:

Estimated Lost Special Education

Estimated Lost Total

The sum of all estimated funding losses across eligible funding programs.

Student Inclusion Criteria

Students appear on the report only when all of the following are true:

  • Meet the selected Minimum Unexcused Days threshold (default = 1)
  • Have Membership Days greater than zero
  • Are assigned to a campus through Summer Enrollment (rec_110_summer)
  • Have Financial Attendance records (is_fin = 1)

Year

Select a single PEIMS year.

Defaults to the most recent year containing rec_400 attendance data.

Campuses

Select one or more campuses.

Includes quick selections for:

  • All Elementary Schools
  • All Middle Schools
  • All High Schools

Reporting Period

Choose:

  • All Reporting Periods
  • 1st Semester (RP 1โ€“3)
  • 2nd Semester (RP 4โ€“6)

For PEIMS Year 2020, the 2nd Semester includes Reporting Period 4 only.

Minimum Unexcused Days

Specify the minimum number of unexcused absence days required for a student to appear.

Default: 1 day

Focus List

Optionally limit results to students contained in a selected Focus List.

Campus Summary

Displays:

  • Student count
  • Total unexcused days
  • Estimated funding loss

Student counts link directly to the corresponding rec_400 student list.

Student Detail

Interactive student table featuring:

  • Paging
  • Searching
  • Sorting

(Default: 10 students per page)

Student Name

Links directly to the Student Profile.

Estimated Lost Total $

Links directly to the student’s rec_400 attendance records.

Export to Excel

Available from the Tools menu.
