The Estimated Progress in Achieving EL Proficiency report provides a preview of the English Learner (EL) Proficiency component used in Domain 3: Closing the Gaps for Texas A–F Accountability.
The report evaluates annual progress toward English language proficiency by analyzing changes in Composite TELPAS and TELPAS Alt ratings between the current and prior year.
Accountability Calculation
EL Proficiency Formula
EL Proficiency % = Students Demonstrating Progress ÷ Eligible EL Students
Where:
- Students Demonstrating Progress = Students meeting TELPAS or TELPAS Alt progress criteria.
- Eligible EL Students = Students with current and prior year TELPAS or TELPAS Alt ratings included in the calculation.
The EL Proficiency measure is evaluated only when there are 10 or more eligible students.
TELPAS Progress Groups
Students assessed with TELPAS are assigned to one of eight groups based on their current-year Composite TELPAS rating and improvement from the prior year.
Students Achieving Advanced High
Students who achieve Advanced High automatically earn progress credit and are categorized as:

All students in Groups 1–5 receive TELPAS progress credit.
Students Below Advanced High
Students who do not reach Advanced High are evaluated based on growth from the prior year.

TELPAS Alt Progress Groups
Students assessed with TELPAS Alt are assigned to one of three groups.

Combined EL Proficiency Calculation
The accountability calculation combines TELPAS and TELPAS Alt progress.

EL Proficiency % = (TELPAS Progress Students + TELPAS Alt Progress Students) ÷ (Eligible TELPAS Students + Eligible TELPAS Alt Students)
