HB3 Student ADA – Refined, HS, SPED Mainstrm, Bil, Early Ed, PEG

Summary: This report provides Student ADA data for HB3 program funding related to District Summary, High School, Special Education Mainstream, Bilingual/ESL, Early Education (K-3) and PEG on a single report.

Usage: Use aide to help complete the Summary of Finance(SOF) template data elements related to program ADA calculations as defined by HB3.

Data Source(s): PEIMS Summer records

  • Interchange Student Attendance Extension
    • 42400-Basic Reporting Period Attendance Extension Complex Type
    • 42401-Special Programs Reporting Period Attendance Extension Complex Type
      • Attendance Event Indicator (E1085) = 11 Regular – SpecialEd Mainstream
      • Attendance Event Indicator (E1085) = 02 Regular – Bilingual/ESL

Calculations:

Basic Attendance ADA:

  • Refined ADA by six weeks – Sum of all students’ total eligible days present (E0937) from 42400 Basic Reporting Attendance in a six-week period / number days taught (E0935) in the six week period
  • Refined ADA Total – Sum of all six-week periods, divided by six, and rounded to 3 decimals.
    • (Total Eligible Days Present First Six Weeks / Number Days Taught First Six Weeks) +
    • (Total Eligible Days Present Second Six Weeks / Number Days Taught Second Six Weeks) +
    • (Total Eligible Days Present Third Six Weeks / Number Days Taught Third Six Weeks) +
    • (Total Eligible Days Present Fourth Six Weeks / Number Days Taught Fourth Six Weeks) +
    • (Total Eligible Days Present Fifth Six Weeks / Number Days Taught Fifth Six Weeks) +
    • (Total Eligible Days Present Sixth Six Weeks / Number Days Taught Sixth Six Weeks) = Total Result
    • Total Result / 6 = Refined ADA Total
  • Snapshot Total = total count of students in the calculation that were enrolled on the Fall Snapshot date.

Special Program Attendance ADA:

  • Refined ADA by six weeks – Sum of all students’ total eligible identified special program event from 42401 Special Programs Attendance in a six-week period / number days taught (E0935) in the six week period
  • Refined ADA Total – Sum of all six-week periods, divided by six, and rounded to 3 decimals.
    • (Total Eligible SPED Mainstrm or Bilingual Days Present First Six Weeks / Number Days Taught First Six Weeks) +
    • (Total Eligible SPED Mainstrm or Bilingual Days Present Second Six Weeks / Number Days Taught Second Six Weeks) +

Refined ADA District Summary.

  • Basic Attendance ADA calculation for all students district wide.

High School (Grades 9-12) Refined ADA District Summary.

  • Basic Attendance ADA calculation for grades 9-12 only and reported by grade and summary for grades 9-12 in total.

Special Education Mainstream Refined ADA District Summary.

  • Special Program ADA calculation for all students’ eligible Special Education Mainstream days present (E0940) from 42401 Special Programs Attendance.

Bilingual/ESL Refined ADA District Summary.

  • Bilingual/ESL ADA – Not in Dual Language Program ADA calculation for students identified as (Bilingual (E1042) = 2 or 3) OR as ESL (E1043) = 2 0r 3) OR as Alt Language (E1642) = 01 or 02) AND the student is LEP (E0790) = 1
    • Special Program ADA calculation for selected students’ eligible Bilingual/ESL days present (E0938) from 42401 Special Programs Attendance.
  • Bilingual – Dual Immersion – LEP ADA calculation for students identified as Bilingual (E1042) = 4 or 5 AND student is LEP (E0790) = 1.
    • Special Program ADA calculation for selected students’ eligible Bilingual/ESL days present (E0938) from 42401 Special Programs Attendance.
  • Bilingual – 2 way Dual Immersion – Non LEP ADA calculation for students identified as Bilingual – 2 way Dual Immersion (E1042) = 4 AND the student is non-LEP (E0790) = 0, F, S, 3, 4 or 5) *Note: these students classified as Non-LEP report 42400 Basic Attendance and not 42401 Special Program Attendance.
    • Basic Attendance ADA calculation for selected students.

The Summer PEIMS updates regarding the new element Bilingual/ESL Funding Code (E1651) as defined in the TEDS section 2.4 page 144 will be updated in this section of the report as Summer PEIMS files are verified to contain the new reporting requirements. Until that time the Bilingual/ESL section is an early indication of funding ADA utilizing the existing program indicators from Fall PEIMS and Summer PEIMS attendance data as presented in the HB3 in 30 Bilingual Allotment presentation on September 26, 2019.

Early Education Refined ADA District Summary. HB3 funding for grades K-3 only. Students may be duplicated counted in both rows.

  • K-3 Educationally Disadvantaged students: Students classified as Economic Disadvantaged (E0785) =01, 02 or 99 and in grade K – 3.
    • Basic Attendance ADA calculation for selected students.
  • K-3 Limited English Proficient students: Students classified as LEP (E0790) = 1 and in grade K-3.
    • Basic Attendance ADA calculation for selected students.

*Note: The Total is a sum of each row on this section and includes any student that is duplicate counted. The SnapShot Total is a unique count of students enrolled on Fall PEIMS that are in the Total. It is not a sum of the two rows Snapshot total since students may be duplicate counted in them.

Public Education Grant (PEG) ADA District Summary.

  • Basic Attendance ADA calculation for all students reported with Student Attribution (E1000) = 03 (PEG)
