Hold Harmless On Campus Participation Rate

Summary: This report provides 2021 Student On Campus Attendance/Participation Rate for State Funding Hold Harmless per the TEA SY 20-21 Attendance and Enrollment Guidance

Usage: Use this report to monitor 20-21 On Campus Participation Rates over the 4th – 6th six weeks periods to predict and validate 6th Six Weeks rates.

Special Notes: This report is only valid for 20-21 COVID_19 Hold Harmless State Funding provisions.

Calculations:

Hold Harmless is met and based upon the 6th Six Weeks On Campus Participation Rate:

  • For 4th-6th Six Weeks, 6th Six Weeks On Campus Participation Rate must be either:
    • 80% or higher
    • OR
    • Equal to or greater than the Fall Snapshot On Campus Participation Rate
  • For the 3rd Six Weeks Alternative, 6th Six Weeks On Campus Participation Rate must be either:
    • 90% or higher
    • OR
    • Equal to or greater than the Fall PEIMS Growth Target On Campus Participation Rate

Summer PEIMS Data – 4th – 6th Six Weeks

  • District Summary: Refined ADA and total Student Count per six weeks.
  • Student less than 1/3 Days on Campus Attendance: *note – these students do not quality for the On Campus Participation Rate.
    • Calculated per six weeks as Students with Total Eligible Days Present On-Campus (PEIMS E0937) divided by Number Days Taught (PEIMS E0935) less than 1/3 of the Number of Days Taught.
  • Students on Campus Attendance 1/3 or more Days: *note – these students are the basis of the On Campus Participation Rate calculation
    • Calculated per six weeks as Students with Total Eligible Days Present On-Campus (PEIMS E0937) divided by Number Days Taught (PEIMS E0935) greater than or equal to 1/3 of the Number of Days Taught.
  • ADA is reported for informational purposes only.
  • On Campus Participation Rate: Student Count (Students On Campus Attendance 1/3 or more Days) divided by Student Count (District Summary).
    • Only applicable to the Students On Campus Attendance 1/3 or more Days per Hold Harmless guidance.

Fall PEIMS Data – Relevant to Alternative method to achieve 3rd Six Weeks Hold Harmless based upon a Fall Growth Target Participation Rate.

  • District Summary: Counts based upon Fall Snapshot data (October 30) of Students eligible for funding.
  • Fall Snapshot on Campus Students: Students reported On Campus Snapshot Date (Fall PEIMS Crisis Code 9A – COVID19: On October 30, 2020 student is being instructed on-campus).
  • Fall Snapshot Total Students: All Students reported with ADA Eligibility 1,2,3,6 or 7.
  • Fall Snapshot On Campus Participation Rate: On Campus Students divided by Total Students. Verified with TEA Fall PEIMS On-Campus Attendance Participation
  • Growth Target On Campus Participation Rate:
    • If Fall Snapshot On Campus Participation Rate is less than 50% then Fall Snapshot Participation Rate + 20%
    • If Fall Snapshot On Campus Participation Rate is greater than or equal to 50% then (Fall Snapshot Participation Rate divided by 2) plus 45%
