Summary
The STAAR Reading TELPAS Comparison Report compares a student’s STAAR Reading performance with their TELPAS English language proficiency rating. It is designed to help districts evaluate how English language acquisition aligns with academic achievement for Emergent Bilingual (EB) students.
The report combines STAAR Reading results with TELPAS Composite and domain-level ratings, allowing educators to identify students whose English proficiency may be impacting academic performance, as well as students who are exceeding or underperforming expectations relative to their language proficiency.
Usage
This report is useful for:
- Monitoring the relationship between English proficiency and STAAR Reading achievement.
- Identifying students who may need additional language supports or academic interventions.
- Evaluating the effectiveness of bilingual and ESL instructional programs.
- Supporting campus data discussions and instructional planning.
- Reviewing student performance by campus, grade level, or Years in U.S. Schools.
- Preparing for LPAC meetings and instructional planning.
- Identifying students who demonstrate academic success despite limited English proficiency.
Special Notes
- The report is intended for Emergent Bilingual students with both STAAR Reading and TELPAS results.
- Students without matching assessment records will not appear.
- Years in U.S. Schools is included to provide additional instructional context.
- STAAR Performance Levels and TELPAS proficiency ratings are displayed together to facilitate comparisons.
- Filtering by campus, grade level, and assessment allows targeted analysis.

Calculations
- STAAR Performance Level is determined using TEA’s published performance standards based on the student’s STAAR scale score.
- TELPAS Composite Rating is calculated by TEA using the student’s Listening, Speaking, Reading, and Writing domain ratings.
- Years in U.S. Schools is reported according to PEIMS accountability rules.
No additional calculations are performed within this report.
