TEHCY Needs Assessment

Summary: This report evaluates multi-year STAAR 3-8 student achievement, chronic absenteeism, and adjusted cohort graduation rate trends. It specifically highlights data for “All Students” alongside a focused breakdown for “Students Experiencing Homelessness” to support targeted accountability audits and needs assessments.

Usage: Districts use this report to analyze longitudinal data across school years to track performance gaps, monitor chronic truancy, and review graduation outcomes for the vulnerable student homeless population.

Definitions:

Student Achievement Data

  • All Students: All STAAR 3-8 students taking that particular subject exam who scored Masters, Meets, or Approaches
  • Students Experiencing Homelessness: All STAAR 3-8 students marked homeless in PEIMS taking that particular subject exam who scored Masters, Meets, or Approaches

Chronic Absenteeism

  • All Students: All students meeting the definition of chronic absenteeism
    • Student At or Above 83% Membership Rate: Sum of days in membership divided by sum of the number of days taught determines which students are at or above 83%. 
      Student At or Above 10% Absent Rate: Of those at 83% or above, those who were absent at least 10% of the days they were eligible to attend based on the sum of days absent divided by sum of days in membership
  • Students Experiencing Homelessness: All students marked homeless in PEIMS meeting the definition of chronic absenteeism

Preliminary Adjusted Cohort Graduation Rate

  • All Students: All students in the preliminary 4 year longitudinal cohort file
  • Students Experiencing Homelessness: All students in the preliminary 4 year longitudinal cohort file who are marked homeless in PEIMS for that year

Calculations:

  • Chronic Absenteeism Rate: Student At or Above 83% Membership Rate divided by Student At or Above 10% Absent Rate
  • Preliminary Adjusted Cohort Graduation Rate:
    • Numerator: Graduates, leaver reason E1001 = 01 across current and prior years
    • Denominator: Graduates leaver reason E1001 = 01 + Dropouts leaver reason E1001 = 98 or 08 across current and prior years + the fall PEIMS subsequent year reenrollment record
    • Numerator / Denominator * 100 rounded to the tenth
