Leavers – School Start Window and Dropout Recovery

The PriorYearLeaver Entity represents student leavers in grades 7-12 and graduates who completed a graduation program such as the Foundation High School Program or other valid programs as defined in the DiplomaType (C062) descriptor table during the prior school year.

A school leaver not enrolled in the LEA in the school-start window of the current year is reported with an ExitWithdrawType (C162). Students in grades EE-6 in the prior school year are not reported with an ExitWithdrawType (C162). Students attending in the prior school year and not returning in the fall within the school-start window are also reported with an ExitWithdrawType (C162) unless TEA identifies the student as:

A mover is a student who moves from one Texas public school to enroll in another Texas public school. Note: the final determination of whether a student is a mover is made at TEA.  TEA uses the attendance records reported during the PEIMS Summer Submission (3) to identify school-year movers. TEA uses the PEIMS Fall Submission (1) data to identify summertime movers and determine the leavers.

Students who graduated during the prior school year, including summer graduates up through August 31 who do not enroll in the next school year, are reported in the PEIMS Fall Submission (1). To graduate, students must satisfy the requirements under 19 TAC, Section 74, Subchapter B. Special education students must satisfy requirements under 19 TAC, §89.1070.

Students who complete a high school equivalency program are not reported as graduates.

Students who have previously completed all graduation requirements in one school year but do not pass exit-level STAAR until the next year are reported as graduates in the year the exit-level STAAR test was passed.

2024-2025 Leaver Reporting in Fall Submission

Ensure your district is flowing Fall 25-26 Ed-Fi data into OnDataSuite.

  • The black footer on every page of OnDataSuite – OnPoint will display a Latest TEA Ed-Fi IODS Pull: date/time stamp in the lower right side that will indicate the start of the last pull with changes from the TEA Ed-Fi IODS landing zone.
    • Click anywhere on the words to go to a link that shows the Latest TEA Ed-Fi IODS Pull Log
      • Shows pull log with pull time ranges for last 30 days plus upcoming day
      • Includes IODS Year which is helpful when multiple IODS pulls are occurring
      • Indicates if pull was automated/scheduled, manually started, or a full pull.
  • Navigate to the File Center > Click on the Ed-Fi API (blue box) > scroll down to the 2025-2026 Blue Ribbon
    • Locate the Fall API file for the 2025-26 school year and click “Info” to open up the folder
    • Ensure that you have the Prior Year Leaver entity with Records and Promoted totals
    • If the records or promoted columns contain zero than data is now flowing for this entity
    • You may need to run a Full Pull from the TEA Ed-Fi IODS Connection screen.

For 24-25 Leavers Collected in Submission 1: Districts should reference TSDS leaver reports in the PEIMS Fall submission to assist in determining whether students were officially identified as movers or leavers.  During the PEIMS Fall sub, leaver records must be submitted for students who do not enroll in other Texas public schools by the TEA school-start window.

  • PEIMS Fall Submission (1):
    • School on the PriorYearLeaver entity refers to the campus in which the student was last enrolled in the prior school year. School should not be reported as an alternative education setting or a campus where the student did not have attendance reported in the PEIMS Summer Submission (3) in the prior school year. 
    • In the PriorYearLeaver entity the GradeLevel (C050) represents the grade level for the student in the prior school year.
    • ExitWithdrawDate (E3028) is the first day after the last instructional day a student is in attendance in the prior school year at the official attendance time.
    • ExitWithdrawType (E1001) indicates the reason a prior year student in grade 7-12 has not enrolled in the local education agency during the current school year.
    • For the PriorYearLeaver Entity, ExitWithdrawType must not be MV (Mover) or SC (Status Change).

Dropout Recovery

  • Identifying and locating prior year 7th thru 12th grade students that did not graduate and that do not return to your district within the School Start Window (prior to the last Friday in September) is important and can impact a district’s state and federal accountability ratings since that student will have to be coded as a dropout.
  • The earlier a district can identify these students the better the chances to locate the student and either complete the necessary Leaver Documentation based on the reason for withdrawal or encourage the student to enroll in school prior to the last Friday in September.
  • The Leaver Dropout Recovery 7th – 12th report located under the Student Menu > Student Custom Reports > Graduation / Dropouts / Cohorts folder was created to aid in this identification.

  • Run this report for the 2025-2026 school year
  • This report provides a count by campus, grade level, and all campuses summary for all prior year 7-12 grade students reported to PEIMS, along with counts for the current year statuses of those students.
  • Use this report to aid with the dropout recovery process prior to the end of the school-start window the last Friday in September. It can also be used to accurately report PEIMS information for the Fall submission.
  • Data Source(s): PEIMS Fall and Summer records
  • Prior Year (Summer PEIMS & Fall PEIMS ADA=0)
    • Grade Level – Based on last grade level in prior year summer attendance records or on grade level enrolled in prior year fall snapshot for 0 ADA eligibility code (E0787) students
    • Students – Student counts of prior year based on the last attendance record and 0 ADA eligibility (E0787) students only reported in the fall
  • Fall PEIMS Leavers reported in current year (left prior year or over summer)
    • Graduates (code 01) – Prior Year Students who have a current year fall leaver reason code (E1001) = 01
    • Dropouts – Potential (code 98) – Prior Year Students who have a current year fall leaver reason code (E1001) = 98
    • All Other Codes – Prior Year Students who have a current year fall leaver record that does not have a leaver reason code (E1001) 01 or 98
  • Re-Enrolled Current Year
    • As of Snapshot – Prior Year Students who have a current year fall 40110 record
    • Within School Start Window, but Not enrolled on Snapshot – Prior Year Students who have a current year fall As of Status Code (E1002) = C
    • Not within School Start Window – Prior Year Students who have a current year fall As of Status Code (E1002) = D or E
  • Additional Prior Year Students to Review*
    • All Prior Year Students not already reported in another column
    • Additional Prior Year Students to Review* column will need to be compared to the SIS records for students who have moved to another Texas public school. These “movers” are not reported to PEIMS therefore they need to be eliminated. Students remaining could potentially be under-reported if no other updates are made to PEIMS records.
  • Dropouts – Potential (code 98), Not within School Start Window, and Additional Prior Year Students to Review* columns are highlighted in red since these are the most important student populations concerning dropout recovery.
    • Click on the hyperlink of total for each of these columns to create the drill down list of students.
    • Compare this list of students to the TSDS Unique ID / Enrollment Tracking report: ENT0-000-004 – TSDS UID Fall Enrollment Status of Prior School Year to see if these students can be found at another Texas Public School District
