👤Summary
The ADA/FTE Summary Comparison of PEIMS Attendance to PEIMS Summer by Six Weeks is a finance validation report that summarizes most PEIMS attendance-derived ADA and FTE related funding values used in Texas School Finance – Summary of Finance (SOF).
- PEIMS Attendance reporting reflects current year cash-flow updates for 1st- 5th six weeks to TEA School Finance.
- PEIMS Summer reporting reflects the projected TEA School Finance funding settle up values.
💡Usage
This report is designed to:
- Validate PEIMS ATTENDANCE related reporting by six weeks throughout the year.
- Validate PEIMS Summer final reporting that will be used for final settle up by TEA School Finance.
- Compare by six weeks the PEIMS ATTENDANCE data to PEIMS SUMMER data as it will affect the Summary of Finance (SOF) values.

This reporting was initiated in 2025-2026.
**For 25-26 reporting accuracy, the PEIMS Attendance CSVs from TSDS finalized six weeks reporting must be loaded. 📑Definitions:
The report utilizes the same logic as TSDS PDM5-231- Attendance Projection Report:
- Promoted PEIMS Attendance Submission data for the selected and previous six week instances is reported by six weeks.
- Future six weeks through the 6th six weeks are projected from the selected six weeks reporting period . These projections are highlighted light yellow.
- Refined ADA total is calculated for six weeks using the promoted data AND the projected six weeks data. This total is highlighted in dark yellow.
🧮Calculations
Calculated separately for each six-week reporting period.
1. Refined ADA = Total Eligible Days Present (E0937) divided by Days Taught (E0935) divided by 6.
2. Flexible Attendance ADA = Adjusted Equivalent Eligible Days divided by Days Taught divided by 6.
Used for:
- OFSDP
- HSEP
Calculated independently by flexible attendance program.
3. Total Refined ADA = Total Refined ADA = Basic ADA + Flexible Attendance ADA.
4. Special Education Mainstream ADA and SPED Mainstream Flex Attendance, if applicable.
Regular Attendance : Mainstream ADA = Eligible Special Ed Mainstream Days Present (E0940) divided by Days Taught divided by 6.
Flexible Attendance: (will only display if LEA is reporting Summer PEIMS Flex Attendance (E1049) where FlexAttendanceProgram (E1045) is 1, 2 or 6). Same calculations as Regular Attendance only based upon FlexAttendance TotalEligSpEdMainstreamDayPresent (e1049) reporting.
- Flex Attendance – OFSDP: E1045 = 1
- Flex Attendance – HSEP: E1045 = 2
- Flex Attendance – Online Dropout Recovery : E1045 = 6
5. P-TECH ADA
Refined ADA calculations for Students reported with: Student Characteristic E3063 = 07
6. Bilingual/ESL ADA
- Refined ADA calculations for students reporting Bilingual/ESL Days Present (E00938) AND the respective Funding Indicators as noted by each row:
- Emergent Bilingual (EB) ADA not in Dual Language, including Non-Dual Alternative Methods (.10 weight) ADA included if:
- Emergent Bilingual Indicator (E0790) = 1 AND) Bilingual/ESL Funding Code (E1651) = “B1” or “E1” or “D5”
- Emergent Bilingual (EB) ADA in Dual Language, one-way or two-way setting (.15 weight) ADA included if:
- Emergent Bilingual Indicator (E0790) = 1 AND Bilingual/ESL Funding Code (E1651) = “D3”
- Non-EB ADA in Dual Language, not including Alternative Methods (.05 weight) ADA included if:
- Emergent Bilingual Indicator (E0790) = (F, S, 3, 4, 5, 0 or null/blank) AND Bilingual/ESL Funding Code (E1651) = “D4”
- Alternative Methods Dual Language Emergent Bilingual (EB) ADA (.05 weight) ADA included if:
- Emergent Bilingual Indicator (E0790) = 1 AND Bilingual/ESL Funding Code (E1651) = “D5”
- Alternative Methods Dual Language Non-Emergent Bilingual (non-EB) ADA (.05 weight) ADA included if:
- Emergent Bilingual Indicator (E0790) = (F, S, 3, 4, 5, 0 or null/blank) AND Bilingual/ESL Funding Code (E1651) = “D6”
7. Early Education ADA
HB3 funding for grades K-3 only. Students may be duplicated counted in both rows.
Regular Attendance ADA calculation for selected students. as defined by each row:
- K-3 Eco Dis students: Students classified as Economic Disadvantaged (E0785) =01, 02 or 99 and in grade K – 3.
- K-3 Emergent Bilingual (EB) students:
- Students classified as Emergent Bilingual (E0790) = 1 and Bilingual/ESL Funding Code (E1651) = B1. E1, D3, or D5 and in grade K-3. *Note: HB2 25-26 new Bil/ESL Funding Codes
*Note: The Total is a sum of the K-3 Eco Dis and K-3 Emergent Bilingual (EB) and includes any student that is duplicate counted.
HB2 funding updates to Early Ed as of 25-26.
All K-3 Students ADA: All students reported with attendance in grades KG – 3.
FSP-Eligible PreK (half-day ADA, 4 yr olds Only): Students Age 4 as of September 1 enrolled in PK Program Type (E1078) = 2 or 3.
8. Public Education Grant (PEG) ADA
Refined ADA calculation for students with: Student Attribution (E1000) = ’03’
9. Residential Placement Facility ADA
- Special Program ADA calculation for all students’ eligible Residential Facility days present (E1652) divided by Days Taughts divided by 6 from 42401 Special Programs Attendance.
10. Special Education FTE by Instructional Arrangement Setting (EXCEPT for Special Education Mainstream (40))
*Note: The Special Education FTE by Instructional Setting section is grouped and reported to Data Entry tab order on the TASBO SOF template.
- Multiply the sum of eligible days present for each grade within the reporting period/instructional track (from 42405 extension) within each Special Education instructional setting by the corresponding weight factor, then subtract the hours excess to calculate the contact hours.
Contact Hours = (DAYS_ELIG * WEIGHT) – HRS_EXCESS - Sum the contact hours for all Special Education instructional settings.
- Divide the contact hours by 6 times the number of days taught to yield the Special Education FTE.
Special Education FTE = Total Contact Hours / (DAYS_TAUGHT * 6)
11. Career & Technical Education (CTE) FTE (Grades 7-12)
CTE funding is reported by funding tier.
- Tier 1 – Not an Approved Program of Study – student is enrolled in a CTE Service ID NOT assigned to a Program of Study (POS)
- Reference TEA Program of Study resources for service ids and weighted funding by POS.
- Tier 2 – Levels 1 & 2 in an Approved Program of Study ; student is enrolled in a CTE Service ID designated as a Level 1 or Level 2 course per TEA Program of Study references noted above.
- JROTC Tier 2 – Level 1 and 2 Courses ** As of 25-26 Courses added to CTE Funding. Service IDs 03160100, 03160200 and PES00004
- Tier 3 – Levels 3 & 4 in an Approved Program of Study ; student is enrolled in a CTE Service ID designated as a Level 3 or Level 4 course per TEA Program of Study references noted above.
- ROTC Tier 3 – Level 3 and 4 Courses** As of 25-26 Courses added to CTE Funding. Service IDs 03060300 and 03060400.
For each reporting period: Contact Hours = Eligible Days * V-Code Weight
Then CTE FTE = Total Contact Hours divided by (Days Taught * 6)
12. Pregnancy Related Services(PRS) FTE:
- Pregnancy-Related Services FTE is calculated as the number of pregnancy-related services days multiplied by 0.2936. The product is divided by the number of days taught for each grade within the reporting period/instructional track (from 42400 extension).
- Pregnancy Related Services FTE = ([DAYS_PREG * 0.2936] / DAYS_TAUGHT
- Refined Total = total of the six weeks FTE calculations divided by 6. This is the total used in the SOF.
