TEHCY Review

Report Location: Accountability>Federal: Accountability Report Center>Texas Education for Homeless Children and Youth (TEHCY) Reports

Summary: This report displays information related to completing the TECHY end of year survey including age/grade, graduation rate, and special programs data.

Note: The cohort graduation rates can be obtained by uploading a focus list of your cohorts and selecting that focus list when running the report. For further information on how to upload a focus list:

Usage: This report is used to help complete the TEHCY surveys.

Special Notes:

  • Year filter = year of data
    • Depending on timing of file loads, this will often need to be changed to one year back
  • Promotion and Graduation Rates require the subsequent year’s PEIMS fall submission to be loaded in File Center
    • Example of PEIMS files that need to be loaded for the 2020-2021 data:
      • Fall 2020-2021
      • Summer 2020-2021
      • Fall 2021-2022 (with 40203-leaver data)
  • Create an uploaded focus list of cohort students to utilize with the focus list filter for cohort graduation estimation
  • The Homeless Promotion Rate can be less than the All Students Promotion Rate just depending on the numerator and denominator values used in the calculation.
    • Ex: Homeless Promotion Rate calculation 34 students promoted / 35 students with subsequent fall PEIMS record = 97%; All Students Promotion Rate calculation 5819 students promoted / 5848 students with subsequent fall PEIMS record = 100% rounded
  • 12th Grade Promotion Rates cannot be calculated since seniors do not have a subsequent year fall snapshot record with a higher grade level. Students are graduated or retained, so the graduation rate is the promotion rate if you are not using a focus list of cohorts.

    • 42400 – Interchange Student Attendance

Definitions:

  • Age Grade = Student Age or Grade as of PEIMS Fall Snapshot
  • # of Homeless Enrolled As of End of Year = Total Students coded Homeless (E1082 = 2, 3, 4, or 5) in either fall or summer
  • All Enrolled As of End of Year = Total students enrolled at your district during the year selected. To be included in this total a student must have one or more PEIMS Summer student basic attendance records for year selected.
  • Homeless in Special Programs = Total students coded Homeless (E1082 = 2, 3, 4, or 5) in either fall or summer and in summer submission coded:
    • English Learners E0790 (LEP) = 1
    • Foster Care E1528 = 1 or 2
    • Gifted and Talented E0034 = 1
    • Migrant E0984 = 1
    • Military Connected E1529 = 1, 2, 3, or 4
    • Pregnancy Related Services E1432 = 1
    • Special Education E0794 = 1
    • Total = Total students enrolled in one or more of the special programs categories
    • Note: Starting with 2020-2021, Career and Technical E0031 = 1 or 2 was no longer reported

Calculations:

  • Attendance Rates Note: Students are included in only one row of age/grade, so you can’t compare these attendance percentage rates against ad hoc percentage rates or any of the Attendance Reports’ percentage rates since students who move grade levels will count in multiple grade levels on those particular reports.
  • Attendance Rate of Homeless Students
    • Students coded Homeless (E1082 = 2, 3, 4, or 5) in either fall or summer
    • ((Total Eligible Days Present (E0937) + Total Ineligible Days Present (E0936) ) / (Total Eligible Days Present (E0937) + Total Ineligible Days Present (E0936) + Total Days Absent (E0036) )) * 100
  • Attendance Rate of All Students
    • ((Total Eligible Days Present (E0937) + Total Ineligible Days Present (E0936) ) / (Total Eligible Days Present (E0937) + Total Ineligible Days Present (E0936) + Total Days Absent (E0036) )) * 100
  • 2020-2021 COVID-19 Remote Attendance Adjustments
    • Attendance rates include RA/RS elements
      • ((Total Eligible Days Present (E0937) + RS Total Eligible Days Present (E1678) + RA Total Eligible Days Present (E1679) + Total Ineligible Days Present (E0936) ) / (Total Eligible Days Present (E0937) + RS Total Eligible Days Present (E1678) + RA Total Eligible Days Present (E1679) + Total Ineligible Days Present (E0936) + Total Days Absent (E0036) )) * 100
  • Homeless Promotion Rate
    • Students coded Homeless (E1082 = 2, 3, 4, or 5) in either fall or summer whose grade level in the subsequent year’s fall snapshot is > end of year grade level / Students coded Homeless (E1082 = 2, 3, 4, or 5) in either fall or summer who have a subsequent year’s fall snapshot record
  • All Students Promotion Rate
    • Students enrolled in either fall or summer whose grade level in the subsequent year’s fall snapshot is > end of year grade level / Students enrolled in either fall or summer who have a subsequent year’s fall snapshot record
  • Graduation
    • Homeless Graduation Rate
      • Students coded Homeless (E1082 = 2, 3, 4, or 5) in either fall or summer with a subsequent year fall 40203 leaver record with Leaver Reason (E1001) = 01 (Graduate) / Students coded Homeless (E1082 = 2, 3, 4, or 5) in summer enrolled in grade 12
    • District Graduation Rate
      • Students with a subsequent year fall 40203 leaver record with Leaver Reason (E1001) = 01 (Graduate) / Students enrolled in grade 12
