Summary: This report provides Student ADA data for HB3 program funding related to District Summary for Refined ADA, Flex Attendance ADA, Special Education Mainstream, Bilingual/ESL, Early Education (K-3), PEG and Residential Placement Facility on a single report.

Usage: Use aide to help complete the Summary of Finance(SOF) template data elements related to program ADA calculations as defined by HB3. (Note: Report updated Summer, 2023 to reflect Flexible Attendance ADA instead of High School grades 9-12 ADA).

Special Notes: As TEA provides updates for the HB3 funding changes, the reports will be updated.

Calculations:

  • 2019-2020 COVID-19 ADA:
    • REQUIRED: 2018-2019 Summer PEIMS files and 2019-2020 Summer PEIMS files uploaded into OnDataSuite for this calculation to accurately compute.
      • 2018-2019 Historical Ratio =2018-2019 Refined ADA (1-6 six weeks) divided by 2018-2019 Refined ADA (1-4 six weeks).
        • This ratio will display at the top of the HB3 Student ADA report on the 2019-2020 year ONLY.
        • It will be used in the Covid-19 Adjusted Refined Total calculation for all ADA sections of the report.
      • 2019-2020 5th and 6th six weeks data will display N/A per TEA guidance that it will be ignored for 19-20 calculations.
      • 2019-2020 Covid-19 Adjusted Refined Total = 1st – 4th six weeks Refined ADA ((Sum of 1st – 4th six weeks)/4)) multiplied by the 2018-2019 Historical Ratio

Basic Attendance ADA:

  • Refined ADA by six weeks – Sum of all students’ total eligible days present (E0937) from 42400 Basic Reporting Attendance in a six-week period / number days taught (E0935) in the six week period
    • 2020-2021 and 2021-2022 RA/RS included: (Total eligible days present (E0937) + RS Total eligible days present (E1678) + RA Total eligible days present (E1679 ) / number days taught (E0935)
  • Refined ADA Total – Sum of all six-week periods, divided by six, and rounded to 3 decimals.

  • Flex Attend Adjusted Equivalent Eligible Days Present – Determined by each individual student for each reporting period

      • Funding is limited to the lesser of Equivalent Eligible Days Present or NUMBER-DAYS-TAUGHT, which is determined during funding calculations at TEA.  If the calculated Equivalent Eligible Days Present is greater than NUMBER-DAYS-TAUGHT for the reporting period, an Adjusted Equivalent Eligible Days Present is calculated to be NUMBER-DAYS-TAUGHT.
      • The following is an illustration of how TEA will convert FLEX-ATTEND-TOTAL-ELIGIBLE-MINUTES-PRESENT to Average Daily Attendance for funding purposes.
      • Data Conversion Formulas/Rules:
        • OFSDP Equivalent Eligible Days Present for the six-week reporting period = FLEX-ATTEND-TOTAL-ELIGIBLE-MINUTES-PRESENT/240 minutes (4 hours x 60 minutes)
        • HSEP Equivalent Eligible Days Present for the six-week reporting period = FLEX-ATTEND-TOTAL-ELIGIBLE-MINUTES-PRESENT/360 minutes (6 hours x 60 minutes)
      • Adjusted Equivalent Eligible Days Present = the lesser of Equivalent Eligible Days Present or NUMBER-DAYS-TAUGHT
        • Adjusted Equivalent Eligible Days Present/NUMBER-DAYS-TAUGHT= Average Daily Attendance (ADA) value for six-week reporting period
  • Flex Attend Refined ADA *Note: based upon the Flex Attend Adjusted Equivalent Eligible Days Present per student
    • Sums all students’ Flex Attend Adjusted Equivalent Eligible Days Present together
    • Refined ADA by six weeks – Sum of all students’ Flex Attend Adjusted Equivalent Eligible Days Present in a six-week period / number days taught in the six week period

Flexible Attendance ADA District Summary.

  • Flexible Attendance ADA calculation for Optional Flexible School Day Program (OFSDP) and High School Equivalency Program (HSEP) reported on all students in the program by six weeks district wide.

Total PEIMS ADA:

  • This is the Total Refined ADA for Summary of Finance Input based upon Regular Refined ADA + Flex Attendance ADA by Six Weeks.

Special Education Mainstream Refined ADA District Summary.

  • Special Program ADA calculation for all students’ eligible Special Education Mainstream days present (E0940) from 42401 Special Programs Attendance.

Bilingual/ESL Refined ADA District Summary.

  • 2020-2021 and 2021-2022 RA/RS Bilingual/ESL Funding Codes included in criteria: Bilingual/ESL Funding Code (E1651), RS Bilingual/ESL Funding Code (E 1680) and RA Bilingual/ESL Funding Code (E1681)
  • Bilingual/ESL ADA – Not in Dual Language Program – EB ADA calculation for students reported with Bilingual/ESL Funding Code (E1651) = “BE” AND the student is LEP (E0790) = 1
    • Special Program ADA calculation for selected students’ eligible Bilingual/ESL days present (E0938) from 42401 Special Programs Attendance.
  • Bilingual – Dual Language One & Two Way Pgm – EB ADA calculation for students reported with (Bilingual /ESL Funding Code (E1651) = “D1” OR “D2”) AND student is LEP (E0790) = 1.
    • Special Program ADA calculation for selected students’ eligible Bilingual/ESL days present (E0938) from 42401 Special Programs Attendance.
  • Bilingual – Dual Language Two Way Pgm – Non EB ADA calculation for students reported with Bilingual/ESL Funding Code (E1651) = “D2” AND the student is non-LEP (E0790) = 0, F, S, 3, 4 or 5)
    • Special Program ADA calculation for selected students’ eligible Bilingual/ESL days present (E0938) from 42401 Special Programs Attendance.

The Summer PEIMS updates regarding the new element Bilingual/ESL Funding Code (E1651) as defined in the TEDS section 2.4 page 144 have been updated in this section of the report as of April 13, 2020

Early Education Refined ADA District Summary. HB3 funding for grades K-3 only. Students may be duplicated counted in both rows.

  • K-3 Educationally Disadvantaged students: Students classified as Economic Disadvantaged (E0785) =01, 02 or 99 and in grade K – 3.
    • Basic Attendance ADA calculation for selected students.
  • K-3 Limited English Proficient students: Students classified as LEP (E0790) = 1 and Bilingual/ESL Funding Code (E1651) = BE, D1 or D2 and in grade K-3.
    • Basic Attendance ADA calculation for selected students.

*Note: The Total is a sum of each row on this section and includes any student that is duplicate counted.

Public Education Grant (PEG) ADA District Summary.

  • Basic Attendance ADA calculation for all students reported with Student Attribution (E1000) = 03 (PEG)

Residential Placement Facility ADA District Summary (new reporting for HB3 Funding as of 19-20)

  • Special Program ADA calculation for all students’ eligible Residential Facility days present (E1652 from 42401 Special Programs Attendance.
