Bilingual/ESL Refined ADA Report Post 2025 

Report Location: Student > Student Custom Reports > Average Daily Attendance (ADA) Reports > Bilingual/ESL Refined ADA Report Post 2025

Summary: This report displays bilingual/ESL refined average daily attendance, percent in attendance and bilingual/ESL flex attendance ADA (if applicable) for each six weeks and total by the different types of programs as defined by HB2 updates as of 2025-2026 school year.

Usage: Use this report to verify bilingual/ESL attendance for current year, review PIA for the different programs, and to eventually compare six weeks and total ADA and PIA with prior years. Summer PEIMS Attendance reporting is the source for the regular attendance and any flex attendance. Extended Year PEIMS Attendance is currently not included in this report.

Definitions:

  • B1- Tranisitional BIL or Alt Methods
    • Students reported with Bilingual/ESL Funding Code (E1651) = “B1” AND EmergentBilingualIndicator (E0790) = 1
  • E1 – ESL or Alt Methods ESL
    • Students reported with Bilingual/ESL Funding Code (E1651) = “E1” AND EmergentBilingualIndicator (E0790) = 1
  • D3 – (EB) Dual lang – One or Two Way
    • Students reported with Bilingual/ESL Funding Code (E1651) = “D3” AND EmergentBilingualIndicator (E0790) = 1
  • D4 – (non EB) Dual Lang – One or Two Way
    • Students reported with Bilingual/ESL Funding Code (E1651) = “D4” AND EmergentBilingualIndicator (E0790) = 0, F, S, 3, 4 or 5
  • D5 – (EB) Alt Methods Dual Lang – One or Two Way
    • Students reported with Bilingual/ESL Funding Code (E1651) = “D5” AND EmergentBilingualIndicator (E0790) = 1
  • D6 – (Non EB) Alt Methods Dual Lang – One or Two Way

Calculations:

Regular Attendance: (42400) Basic Attendance Reporting

  • Refined ADA by six weeks – Sum of all students’ total eligible bilingual/ESL days present (E0938) in a six-week period / number days taught (E0935) in the six week period.
  • Refined ADA Total – Sum of all six-week periods, divided by six, and rounded to 3 decimals.
    • (Total Elig Bilingual/ESL Days Present First Six Weeks / Number Days Taught First Six Weeks) +
    • (Total Elig Bilingual/ESL Days Present Second Six Weeks / Number Days Taught Second Six Weeks) +
    • (Total Elig Bilingual/ESL Days Present Third Six Weeks / Number Days Taught Third Six Weeks) +
    • (Total Elig Bilingual/ESL Days Present Fourth Six Weeks / Number Days Taught Fourth Six Weeks) +
    • (Total Elig Bilingual/ESL Days Present Fifth Six Weeks / Number Days Taught Fifth Six Weeks) +

  • PIA (Percent in Attendance) by six weeks and total = ((Total Eligible Days Present + Total Ineligible Days Present) / (Total Eligible Days Present + Total Ineligible Days Present + Total Days Absent )) * 100 **Note: Only applicable to Regular Attendance reporting of Bilingual/ESL Attendance

Flexible Attendance: (42500) Flexible Attendance Bilingual ESL Attendance Reporting

  • Refined ADA by six weeks – Sum of all students’ total eligible bilingual/ESL days present (E1050) in a six-week period / number days taught (E0935) in the six week period.
  • Refined ADA Total – Sum of all six-week periods, divided by six, and rounded to 3 decimals. – same calculation as defined in Regular Attendance.
  • PIA (Percent in Attendance) by six weeks and total – Does not apply to Flexible Attendance reporting as there are no ineligible days or days absent reported on Flex Attendance.

    • Year – Multi-select – (Default most recent PEIMS summer data reported as of 25-26)
    • Campus – District/Campus Summary (Default District Summary)
      • Multi-select Campuses
    • Grade – (Default All Grades Summary)
      • Multi-Select Grades
    • Instructional Track (Default All Tracks)
      • Multi-Select tracks
    • Focus List (Optional) to pull a group of students. Reference KB for details on creating and using Focus List
    • Toggle Student Counts – this will display the count of unique TXUIDS in each row, reporting period. (Default is off)
  • Tools Menu (upper right)
  • Drill down on Regular Attendance and Flex Attendance ADA counts to see detailed student list for the respective calculation.
