21-22 Operational Minutes Adjustment

TEA issued a letter on the 21-22 Operational Minutes Adjustment using the following methodology:

The agency will compare each LEA’s average actual percentage attendance rate for the first through fourth six-week attendance reporting periods of the 2021-2022 school year with the Target Percentage Attendance Rate (TPAR). If the agency determines that the LEA experienced an average actual percentage attendance rate (PIA) that is less than the TPAR, the agency will adjust operational minutes for that LEA as necessary to increase the average actual percentage attendance rate to the TPAR. This adjustment will also apply to attendance reported in special instructional settings.

A new report to estimate an LEA’s eligibility for the Operational Minutes adjustment : released in Finance > Finance Custom Reports>21-22 TPAR Operational Minutes>TPAR Operational Minutes 21-22 on 4/27. An update to the report to include Special Program area ADA/FTEs was released on 5/10.

The TPAR for 2019-2020 and the current 2021-2022 1st – 4th six weeks PIA can be found in the following report:

  • Choose 2019-2020 and 2021-2022 in the year filter to see the applicable days’ elements along with the PIA (Percent in Attendance) calculation for the cumulative total.
  • 2019-2020 includes only the 1st-4th six weeks’ totals due to Covid-19
  • 2021-2022 includes totals for whatever preliminary summer file has been loaded in the File Center

The report defaults to all campuses, so the district totals can be seen at the bottom of the report.
