Summary: This report provides Student ADA data for Summary of Finance (SOF) program funding related to District Summary for Refined ADA, Flex Attendance ADA, ADSY ADA, Special Education Mainstream, Career Tech Incentive (P-TECH\) , Bilingual/ESL, Early Education (K-3), PEG and Residential Placement Facility on a single report.

Usage: Use aide to help monitor by six weeks and complete the Summary of Finance (SOF) template data element projections related to program ADA calculations as defined by HB3 and HB2.

  • Report Updates include:
    • addition of ADSY ADA
    • addition of SPED Mainstream Flex ADA, if reported
    • removed New Tech reporting from CTE Incentive Allotment section
    • replaced Bilingual/ESL ADA section with new HB2 methodology for generating funding (See calculations below for details)
    • Updated Early Education Allotment section with HB2 funding changes

Special Notes: Due to the complete restructure of the Bilingual/ESL funding methodology, this report begins with the 25-26 School Year and will provide comparisons going forward.

Calculations:

Basic Attendance ADA:

  • Refined ADA by six weeks – Sum of all students’ total eligible days present (E0937) from 42400 Basic Reporting Attendance in a six-week period / number days taught (E0935) in the six week period
  • Refined ADA Total – Sum of all six-week periods, divided by six, and rounded to 3 decimals.

      Reference from section DR3:
      Funding is limited to the lesser of Equivalent Eligible Days Present or NUMBER-DAYS-TAUGHT,which is determined during funding calculations at TEA.  If the calculated Equivalent Eligible Days Present is greater than NUMBER-DAYS-TAUGHT for the reporting period, an Adjusted Equivalent Eligible Days Present is calculated to be NUMBER-DAYS-TAUGHT.
    • The following is an illustration of how TEA will convert FLEX-ATTEND-TOTAL-ELIGIBLE-MINUTES-PRESENT to Average Daily Attendance for funding purposes.
    • Data Conversion Formulas/Rules:
      • OFSDP Equivalent Eligible Days Present for the six-week reporting period = FLEX-ATTEND-TOTAL-ELIGIBLE-MINUTES-PRESENT/240 minutes (4 hours x 60 minutes)
      • HSEP Equivalent Eligible Days Present for the six-week reporting period = FLEX-ATTEND-TOTAL-ELIGIBLE-MINUTES-PRESENT/360 minutes (6 hours x 60 minutes)
    • Adjusted Equivalent Eligible Days Present = the lesser of Equivalent Eligible Days Present or NUMBER-DAYS-TAUGHT
      • Adjusted Equivalent Eligible Days Present/NUMBER-DAYS-TAUGHT= Average Daily Attendance (ADA) value for six-week reporting period
    • Flex Attend Refined ADA*Note: based upon the Flex Attend Adjusted Equivalent Eligible Days Present per student
      • Sums all students’ Flex Attend Adjusted Equivalent Eligible Days Present together
      • Refined ADA by six weeks – Sum of all students’ Flex Attend Adjusted Equivalent Eligible Days Present in a six-week period / number days taught in the six week period
    • Flex Attend Refined ADA Total – Sum of all six-week periods, divided by six, and rounded to 3 decimals.

Special Education Mainstream ADA and SPED Mainstream Flex Attendance (if applicable)

  • Attendance Type
    • Total Attendance – Displays only if there is Regular Attendance AND at least one Flex Attendance row.
    • Regular Attendance – Based upon Summer PEIMS reporting of BasicReportingPeriodAttendance (E0940)
    • Flex Attendance (will only display if LEA is reporting Summer PEIMS Flex Attendance (E1049) where FlexAttendanceProgram (E1045) is 1, 2 or 6
      • Flex Attendance – OFSDP: E1045 = 1
      • Flex Attendance – HSEP: E1045 = 2
      • Flex Attendance – Online Dropout Recovery : E1045 = 6
  • Refined ADA by six weeks – Sum of all students’ total eligible special ed mainstream days present in a six-week period / number days taught in the six week period
  • Regular Attendance Refined ADA Total – Sum of all six-week periods, divided by six, and rounded to 3 decimals.

Career and Technical Incentive ADA District Summary:

  • P-TECH ADA : = Refined ADA calcualtion of students reported with Summer PEIMS P-TECH Indicator (E1612) = 1.

Bilingual/ESL Refined ADA Summary:

  • Refined ADA calculations for students reporting Bilingual/ESL Days Present (E00938) AND the respective Funding Indicators as noted by each row:
  • Emergent Bilingual (EB) ADA not in Dual Lanuguage, including Non-Dual Alternative Methods (.10 weight) ADA included if:
    • Emergent Bilingual Indicator (E0790) = 1 AND Bilingual/ESL Funding Code (E1651) = “B1” AND (either the LanguageInstruProgramServices code (E3034) = Bilingual Program Type =042 or 043 OR Alternative Methods = 047 or 048)
    • OR Emergent Bilingual Indicator (E0790) = 1 AND Bilingual/ESL Funding Code (E1651) = “E1” AND (either the LanguageInstruProgramServices code (E3034) ESL Program Type = 002 or 003 OR Alternative Methods = 005 or 006)
  • Emergent Bilingual (EB) ADA in Dual Lanuguage, one-way or two-way setting (.15 weight) ADA included if:
    • Emergent Bilingual Indicator (E0790) = 1 AND Bilingual/ESL Funding Code (E1651) = “D3” AND the LanguageInstruProgramServices code (E3034) = Bilingual Program Type =044 or 045
  • Non-EB ADA in Dual Language, not including Alternative Methods (.05 weight) ADA included if:

Early Education Refined ADA District Summary:

HB3 funding for grades K-3 only. Students may be duplicated counted in both rows.

Regular Attendance ADA calculation for selected students. as defined by each row:

  • K-3 Eco Dis students: Students classified as Economic Disadvantaged (E0785) =01, 02 or 99 and in grade K – 3.
  • K-3 Emergent Bilingual (EB) students:
    • Students classified as Emergent Bilingual (E0790) = 1 and Bilingual/ESL Funding Code (E1651) = B1. E1, D3, or D5 and in grade K-3. *Note: HB2 25-26 new Bil/ESL Funding Codes

*Note: The Total is a sum of the K-3 Eco Dis and K-3 Emergent Bilingual (EB) and includes any student that is duplicate counted.

HB2 funding updates to Early Ed as of 25-26.

  • All K-3 Students ADA: All students reported with attendance in grades KG – 3.
  • FSP-Eligible PreK (half-day ADA, 4 yr olds Only): Students Age 4 as of September 1 enrolled in PK Program Type (E1078) = 2 or 3.

Public Education Grant (PEG) ADA District Summary.

  • Regular Attendance ADA calculation for all students reported with Student Attribution (E1000) = 03 (PEG)

Residential Placement Facility ADA District Summary

  • Special Program ADA calculation for all students’ eligible Residential Facility days present (E1652 from 42401 Special Programs Attendance.

  • Show Filters: (right menu display)
    • Year – Multi-select – (Default most recent PEIMS summer data reported as of 25-26)
    • Campus – District/Campus Summary (Default District Summary)
      • Multi-select campuses
      • Check District/Campus Summary in conjunction with campus(es) to display a campus summary and each individual campus
    • Instructional Track – Multi-select – (Default All Tracks)
    • Focus List (Optional) to pull a group of students. Reference KB for details on creating and using Focus List
    • Toggle Student Counts – this will display the count of unique TXUIDS in each row, reporting period. (Default is off)
  • Tools Menu (upper right)

  • Drill down on ADA counts to see detailed student list for the respective calculation.
