Summary: HB 2 established the Teacher Retention Allotment (TRA) for school systems to compensate and retain teachers as of 2025-2026. This report is to provide an overview count of teachers by years of TRA teaching experience based upon whether or not they are meeting the TRA eligibility requirements as defined by TEA.

Usage: Review report to evaluate teachers by years of TRA teaching experience and the reporting of the LEA determined TRA Eligibiliy to verify they are meeting the eligibilty criteria. Look for reasonable counts. Use the Ineligible Teachers reporting column to review teachers that may potentially NOT meet the critieria. This is an estimation audit report to assist with review and verification of teachers qualifying for the TRA allotment and the LEA determined teachers reported for TRA allotment.

Average Base Salary columns will populate when the user permissions include the Restricted Access of Staff Base Salary. Contact your local OnDataSuite Administrator if you have questions regarding your access.

Definitions:

  • Teachers– StaffClassification (E0721) (Role ID ) equal 087 as reported on the 30090 (StaffEducationOrganizationAssignmentAssociation Entity)
  • Years TRA Teaching Experience – The YearsTRATeachingExperience (E3129) as reported on the 30040 (Staff Entity) * New element as of 25-26
  • LEA Deteremined TRA Eligibiliy – the LEADeterminedTRAEligibility (E3130) as reported on the 30040 (Staff Entity) *New element as of 25-26
  • Base Pay – Total of PayrollAmount (E0425) where PayrollActivity(E0424) = 80 (Base Salary) as reported on the 30060 – Finance Domain > PayrollExt Entity

Calculations:

  • Number of Eligible Teachers – Utilizes the 30040 (YearsTRATeachingExperience (E3129)) and 30090 (Staff Classification/Role ID = 087) to provide a total count of teachers by Years of TRA Teaching Experience where the total Teacher PFTE for Staff Classification/Role ID 087 => .5 AND the total Monthly Minutes is equal to or greater than 4,800 for teachers.
  • Eligible Teachers Total PFTE – Utilizes the 30090 (StaffEducationOrganizationAssignmentAssociation Entity) Reporting the Sum of all Teacher Responsibility Records PFTE => .5
    • Partial FTE (PFTE) is the per 30090-StaffEducationOrganizationAssignmentAssociation Entity FTE calculated as the portion of the Total Employee FTE that is spent in the specific role. Reference TEA TIPS for Calculating Staff FTEs for details on the Instructional Partial FTE calculation.
    • Employee FTE determines if full-time or part-time staff and based upon 30050 – StaffEducationOrganizationEmploymentAssociation Entity
      • If the NumberDaysEmployed (E0160) is greater than or equal to 187, the FTE is a the PercentDayEmployed(E0760) divided by 100 (rounded to two decimal places).
      • If the NumberDaysEmployed (E0160) is less than 187, the FTE is (PercentDayEmployed(E0760) / 100) x ( NumberDaysEmployed (E0160)) all divided by 187 (rounded to two decimal places)
    • Average Base Pay – Total Base Pay per 30090-StaffEducationOrganizationAssignmentAssociation for Role ID = 087 Partial FTE divided by Eligible TeachersTotal PFTE for each Year of Professional Experience.
      • Base Pay per 30090 record for Staff Classification/Role ID = 087 = Partial FTE for the 30090 record * (sum of 30060 (PayrollExt) Payroll Amount (e0425) where Payroll Activity Code (e0424) = 80 (Base Pay) )
      • *Note – when the total FTE for the years experience is less than 1, the Average Base Pay is equal to the Base Pay reported. There is no division by the FTE.
    • Number of Ineligible Teachers (less than .5 PFTE and/or Monthly Minutes is < 4,800 ) Teacher Responsibility Record reporting is less than .5 on the PFTE calculation or the Total Monthly Minutes is < 4,800.
      • Utilizes the 30040 (YearsTRATeachingExperience (E30129)) and 30090 (Staff Classification/Role ID = 087) to provide a total count of teachers by Years TRA Teaching Experience where the total Teacher PFTE for Staff Classification/Role ID 087 < .5
      • Utilizes the 30040 (YearsTRATeachingExperience (E30129)) and 30090 (Staff Classification/Role ID = 087) to provide a total count of teachers by Years TRA Teaching Experience where the total Monthly Minutes for Staff Classification/Role ID 087 < 4800

Features:

  • Filters: Years -Default is the latest Fall Staff PEIMS processed in ODS.
  • Filters: District or Campus – can be run at the district level or for a single campus. Default is district level report.
  • Filters: Years TRA Teaching Experience – Default report is all Years TRA Teaching Experience and can be set to a subset of Years of Experience.
  • Drill down on Number totals for detailed staff list.
